Despite a WWE title run a few years ago and Shield reunion just last year, Dean Ambrose has really failed to be relevant in The WWE landscape for quite some time now.
Maybe a lot of that has to do with being injury prone and the company not seeing much in him to start with, but with the amount of time he has spent on the shelf this year, it's very likely that WWE is just giving up on him.

That could change in the future, especially if WWE decides to redo The Shield breakup with Ambrose being the heel this time, but for now, it looks like the company won't have much for Ambrose to do upon his return.
While one would hope that he would reenter the title scene at some point, his injury proneness will most likely prevent that from happening.
WWE already gave Ambrose a huge push alongside The Shield late last year, which eventually ended when he couldn't work through his elbow injury, and its unlikely they are going to put him in a high profile spot again after the incident.
