#6 Karl Anderson and Luke Gallows

Karl Anderson and Luke Gallows were never going to set the world on fire, but they deserved a lot better then what WWE has handed the duo so far . In fact, WWE seemed to have given up on the duo relatively early, especially since they were split up from AJ Styles and their lackluster title run didn't do them any favors either.
Of course, WWE did have some early success with Gallows and Anderson when they teamed him up with AJ Styles to reform The Club, but that was all destroyed when Styles was moved to Smackdown Live. Gallows and Anderson then went on to win The Tag team champions later that year, which would have been great if WWE knew what to do with them.

Unfortunately for WWE, they had lackluster feud after lackluster feud for months on Monday Night Raw before losing the titles to Matt Hardy and Jeff Hardy at WrestleMania 34. The duo hasn't gotten many opportunities at the titles since that time and continued to be used as midcard fodder until being moved back to Smackdown Live in 2018.
Again, this team was never going to set the world on fire, but WWE had so much nostalgia to capitalize on with The Bullet Club and The Balor Club that they could have done so much better then this. In fact, Gallows and Anderson's time with Finn Balor as The Balor Club was particularly telling about easily WWE could ruin something so popular.
In the end, there is no way that anyone is going to take them seriously after their latest run in WWE and with how poorly they have been booked since coming to Smackdown Live, its obvious that they aren't going to be in the title picture anytime soon.
