John Cena broke his own record this year when he failed to wrestle at a single pay-per-view for the first time since his career began back in 2002. The former 16-time World Champion is categorized as a part-time star now, but he's much less than that since he rarely appears in WWE, and wrestles even less than that.
Cena didn't wrestle at WrestleMania, but he did appear, instead confronting Elias. If he decides to make his return to the ring for next year's show in Tampa, despite him stating that he will never retire from WWE, it would be the best place for him to pass the torch to another up and coming star.
Tampa has become Cena's home in recent years, so it would be a great plan for him to come back and put over another star on his way out. That being said, Cena is one World Championship win away from breaking Ric Flair's long-standing record, so the decision could be made to allow Cena to become a 17-time Champion in Tampa before he then relinquishes the title and walks away with his head held high, much like Trish Stratus did at Unforgiven back in 2006 (although she has wrestled since, which many wrestlers tend to do).
