The current United States champion on Smackdown is Samoa Joe, while the Intercontinental Champion on Raw is Finn Balor.
It is possible that Vince McMahon really wants to shake things up big, and so he could decide to swap the US and IC belts. As Finn is a face and Joe is a heel, it really depends on where everyone else ends up and this one could be decided last.
However, last year at the Superstar Shakeup, the United States title changed hands when Jeff Hardy defeated Jinder Mahal. So that means it's also not impossible for there to be a title change or two at the shows.
The swapping of the belts would be a big thing and it is one of the more possible options in the Shakeup. It really just depends on how Vince McMahon is feeling on the day of the Shakeup.
