Snowball Launchers have been added back following the Fortnite Winterfest 2022 update v23.10. The weapon in question fires a slow-moving projectile. It has no falloff, which makes it perfect for long-range combat. Since the damage is AOE based, it's useful when taking on opponents that are bunched up.
That said, finding the weapon in-game is going to take a bit of searching. Despite it being added back to the loot pool, the chances of acquiring one are still not all that great. Nevertheless, with a bit of luck, coming across one or two will not be impossible.
Where to find Snowball Launchers in Fortnite Chapter 4 Season 1
There are multiple ways to find the Snowball Launcher in Fortnite. However, only one of them is foolproof. The rest are a hit or miss for the most part. Here's the list:

1) Chests and Rare Chests
Chests can be found all over the island. At times, they can even be found in the oddest of places like hidden caves and inside an igloo. For the most part, they are found bunched up in POIs and landmarks in Fortnite.
Since they contain basic loot, finding this a high-tier Snowball Launcher is not a guarantee. While the weapon will deal damage at any rarity, finding an Epic or Legendary one is the goal.
Keeping this in mind, the best alternative is finding Rare Chests, but as the name suggests, they aren't easy to come by. In matches, players are unlikely to find a single one in most instances.
Even if one is found, there's no guarantee that it will contain a Snowball Launcher at all. Nevertheless, since they do provide high-tier loot, it's one of the best ways to find the weapon in-game.
2) Floor Loot
If players are lucky, they might find a Legendary Snowball Launcher just lying on the ground. With Fortnite Winterfest 2022 in full swing, the spawn chance of Snowball Launchers in Floor Loot will undoubtedly increase for the month of December. However, this is a rare probability.
In all likelihood, the Uncommon and Rare variants of the weapon will be found lying about on the ground. Players who aren't choosy can use them until something better comes along.
3) Supply Drops, Presents, and NPC Scrapknight Jules
One of the best ways to increase the odds of finding a Snowball Launcher is by looking for Supply Drops and Presents. While the former will be somewhat difficult to secure as opponents will no doubt rush towards them, the latter can be found lying about all over the map.
However, as always, finding a Snowball Launcher in either one of these items all depends on luck. That said, Presents seems to be the best out of the two to find the weapon. Thankfully, whichever method is used, players will find a Snowball Launcher that's high-tier (Epic or Legendary).
