#2: Triple H (22 combined title reigns)

If you followed the WWE in the late 1990s or the early-to-mid 2000s, not much time went by without Triple H holding one of the main championships in WWE. It turned a lot of people off that he was so dominant in the title scene back then, but WWE was in a weird state in the 2003-2007 days.
They had just lost The Rock and Stone Cold Steve Austin while Brock Lesnar left the WWE almost as soon as he arrived. Thus it can be said that Triple H, although constantly a champion during those days, helped keep the WWE stable during times of transition.

In his illustrious WWE career, the Game held the Intercontinental Championship five times and the tag team titles on three separate occasions. When he was the franchise player in WWE, Triple H held the WWE Championship nine different times and the World Heavyweight Championship five different times.
As if his impact as a wrestler wasn't big enough to WWE, his impact as a creator and a behind the scenes personality is arguably more important to WWE.
