#1 AJ Styles

AJ Styles has been with Smackdown Live since the brand split back in 2016, hence it was called, 'The House that AJ Styles built', but it's time for him to move up to the bigger stage of Monday Night RAW. There's nothing wrong with what he's doing on Smackdown Live, he's still probably the best wrestler that the WWE has seen since Shawn Michaels, but the new, fresh matchups that await him on RAW are too tempting not to pull the trigger on this.
Wrestling the likes of Finn Balor, Seth Rollins, Bobby Lashley and more would give AJ the freshening up he deserves and would allow him the biggest stage that WWE has to offer on a weekly basis. If he were to stay on Smackdown, that also makes sense, because they want a legitimate type product during their switch to Fox, and AJ being the best wrestler in WWE will help that, but a change of scenery could be a great move for The Phenomenal One.
