#4 Finn Balor (May not)

As the first-ever Universal Champion, Finn Balor will forever be linked to the brand-colored belt. Unfortunately, his reign with the Universal Title only lasted a day. He defeated Seth Rollins at SummerSlam 2016 to become the first Champion, but an unfortunate shoulder injury in that match forced him to vacate the belt.
Balor has had a couple of Universal Championship matches since then, in losing efforts to Roman Reigns and Brock Lesnar. Couple those with his return to NXT, and it seems like the founder of the Bullet Club might not return to the Universal Title picture any time soon, if ever.
It is a shame, as WWE was well and truly strapping the rocket on Balor before fate intervened. And through no fault of his own, he may never reach those heights again. Right now, the Irishman has a better chance of regaining the NXT Championship than the Universal Championship.
Finn Balor's trajectory in WWE would have looked so different had he not gotten injured and had a proper Universal Title reign.
