WWE invests a lot of time thinking about matches and storylines, along with what would work well for the company. Vince has spearheaded that position for a long time now, and if the ratings don't go well, it means that the business didn't do a good job, whereas the opposite is also true.
With Paul Heyman being a wrestling veteran and having worked in the WWE Creative department, it would be a good way to create compelling television, and his stable could help, or a GM who has his own stable just like 'The Authority.'
