#2. Isn't ready: Sami Zayn

Sami Zayn is the Superstar who pinned Braun Strowman to become the Intercontinental Champion - his first title on the main roster and his second overall in WWE. It took him four years to win any title on the main roster, and it took a handicap match with help from Shinsuke Nakamura and Cesaro for him to finally get that.
It seems as though he could be set for a longer Intercontinental Championship reign than expected after defeating Daniel Bryan at WrestleMania 36. While he has an interesting set of challengers himself, one can't help but wonder if WWE might want to run a Champion vs Champion match at a PPV or future episode of SmackDown.

Despite being Champion, Sami Zayn doesn't appear to be ready to face Braun Strowman for the Universal Championship. For that, he needs to have a meaningful run with the Intercontinental title before dropping it and challenging for the Universal Championship. He's far from ready for that, however.
