This is an absolute necessity. Goldberg should only wrestle meaningless matches even if they're in the main event spot. He should be kept away from the title picture altogether.
There shouldn't even be the threat of Goldberg defeating Seth Rollins for the Universal Championship or pinning Kofi Kingston for the WWE Championship. Both of these men are fantastic representatives for the company and it will be a slap in the face of all the full-timers in the roster if Goldberg cut in line before them for a shot at either title.
Moreover, the WWE Universe can see through this booking and while this may not be the case for the live crowd in Saudi Arabia, there will be an outcry on social media if Goldberg were inserted into the title picture again. Goldberg defeating Kevin Owens for the Universal Championship wasn't a popular decision!
