A case can certainly be made for Randy Orton for being the best heel in the business today. Many even call him the best bad guy in history. Orton has mostly been a heel throughout his WWE career, and his short-lived runs as a babyface didn't do much for the audience. Randy Orton's best work in WWE came as a hated heel who would go to any lengths to be at the very top. Be it The Legend Killer or The Viper, Randy Orton has proved time and again that he is a natural heel.
