#1 Drew McIntyre

Well, there's no denying the fact that WWE has been pushing McIntyre as the top heel of the company since late 2018. And even though the Scottish Psychopath may have suffered a major loss at the hands of Roman Reigns at WrestleMania 35, he is expected to be in the Universal title picture sooner than later.

While he has impressed both WWE fans as well as the critics alike with his in-ring work, he gets a bit underwhelming at times in his promos. And that is exactly where Paul Heyman could come in as more than handy.

Heyman can not only take care of his promos by being his voice but could help him get over as the top heel of the company. One could imagine the duo complementing each other's work to reach new heights.

On top of that, Heyman could have his own agenda against Rollins (as The Architect beat Heyman's agent Brock Lesnar to win the title). Thus, it could lead to some fascinating storyline as well.
