The current WWE roster is probably the most stacked one in its history. With such depth, not everyone can become the top champion. That's where the concept of secondary titles come in. The secondary titles are majorly for the people who are not yet ready for the main event, but could get there in the future.

However, since both of the secondary titles in RAW are thrown into the only male feud of the red brand, the mid-carders of the roster don't have anything to fight for. The likes of Finn Balor, Elias, Lashley, and Roode could really help themselves with a title around their waists, but WWE wants to put all their eggs in one basket.
