If Jinder's WWE Championship reign was the worst period for Smackdown, then Lesnar's Universal Championship was the worst period for Raw in recent history.
The Universal Championship was supposed to be for the WWE Universe by giving them the champion that they wanted, but instead, Vince used that championship belt like one of his toys and went behind the money rather than his audience.
Brock, a part-timer, held the championship for 504 days but only defended it 6 times, which obviously made the fans really angry. He would not appear on Raw for months.
No one has any idea why Vince chose to go on that path. Because of the absence of the company's top prize, the ratings of the show started declining quickly. The championship lost all its credibility and fans stopped caring about it.
