#1 WWE RAW Superstar Samoa Joe

Technically, Samoa Joe isn't inactive like all the other names mentioned in the list earlier. One of the most highly talented wrestlers in the world, Samoa Joe's main roster career in WWE has unfortunately been filled with injuries. Currently, he works as a commentator on RAW, and thanks to his amazing mic skills, does a great job at calling the action on WWE's Red brand every week.

But recently, there have been teases of Samoa Joe returning to in-ring action. During the highly personal feud between Seth Rollins and the Mysterio family on RAW, there was a segment where Joe almost took off the announcer's table to fight The Monday Night Messiah. As amazing as he is in on that commentary desk, Samoa Joe is too good of a wrestler to be kept on the sidelines for long and we might see him return to in-ring action soon.

Samoa Joe signed with WWE in 2015 and soon started dominating the scene on NXT. During his time on the Black and Gold brand of WWE, he won the NXT Championship twice. His main roster career though hasn't been that successful. Joe is a two-time United States Champion but has failed to win the WWE or Universal Championship even after numerous attempts.
