Some of the WWE Superstars who have walked away from the company and joined AEW this year haven't been featured prominently in matches.

Take Andrade El Idolo for example. He left WWE earlier this year and hasn't been featured in high-profile feuds in the promotion. Most of his matches have been in AEW's secondary programming.
Tony Khan's roster at All Elite Wrestling is stacked, and the addition of more talent to his roster will likely cause some issues for stars and their appearances. Kevin Owens may have seen this trend and understood the risk and realized WWE was the best option to showcase his talents each week.
All in all, there may be a day somewhere down the line where Kevin Owens becomes All Elite. But we know right now it isn't going to be any time soon.
