#2. Finn Balor

Since his debut, Finn Balor achieved minor success, most notably becoming the first Universal Champion. However, Balor has floundered in recent years due to injuries and poor booking.
In Japan, Balor made an immense impact when he created Bullet Club. Nevertheless, he has failed to reach the same heights in WWE. Luke Gallows and Karl Andersen briefly reformed with Balor but it was ineffective. Unfortunately, this hindered Balor's progress.

Overall Balor is popular and has excellent ring credentials. He has performed globally with extreme success. Therefore, with a Universal Championship rematch stilled owed to him, only time will tell. Meanwhile, an excellent way to boost his popularity would be to feud with Seth Rollins.
Could we see a SummerSlam rematch for the Intercontinental Championship?
