The most important factor is that he is the winner of the 2022 Royal Rumble match, which ensures him a Universal title opportunity at the Show of Shows. If Lesnar wants to face his rival, he can do it with or without the WWE Championship around his waist.

Yes, the title vs. title match has higher stakes, but the match could still be the main event of WrestleMania 38 with just one championship on the line. Having another title is simply not needed.
