The primary reason why Jon Moxley/Dean Ambrose left WWE is due to creative frustrations. When he came back, he aligned with Seth Rollins again, only to turn on him the very night that Roman Reigns announced his battle with leukaemia.

Seth Rollins revealed much later on that this was the beginning of Ambrose's frustrations. Neither of them wanted to split up because they felt they were better off together. The fact that the rivalry flopped and the match flopped even harder meant that Ambrose's frustrations only increased.

All of this creative frustration led to him opting not to renew his WWE contract and Rollins was empathetic of his Shield brother. In AEW, there's a near guarantee that Jon Moxley will have the creative freedom that he desired in WWE.

Offering creative freedom also means that he can thrive more as a performer and it will help the product as a whole.
