Sometimes when you do the same thing for far too long, fans begin to tire of your shtick. A classic case in point is Dean Ambrose, who was on fire when he was in The Shield but has completely managed to reinvent himself as Jon Moxley in All Elite Wrestling.
Chris Jericho too was on fire, when he was doing 'The List' and everything else in WWE, but then he chose to go to NJPW and mix it up with the likes of Kenny Omega. And that allowed him to become a lot more exciting and relevant than he had in years.

Matt Hardy has a clean slate in All Elite Wrestling and he can begin from scratch, creating his own warped and weird impression on the current roster. And he will be presented as a big star and allowed to be himself, as has been stated already.
Hulk Hogan needed to go black and white, to become interesting again. Matt Hardy can still be himself and be All Elite.
