A straightforward fact that everyone needs to understand.
No matter how much you hate Baron Corbin, it is true that he is going to be work in WWE for a long time. Kurt had his time in this business, and now it's his time to pass the torch to a younger talent - which in this case, is Corbin.
Retiring Angle would not positively help Corbin but instead, a negative way. He is a heel, and nothing would generate him more heat than retiring a fan-favorite superstar. The former WWE champion has already passed some torch to superstars like Drew McIntyre, and at WrestleMania, he could do the same to Corbin too.
The former Intercontinental Champion needs some attention from the WWE Universe and winning against Angle would help him in that.
