WWE could announce a mystery guest referee for one of the matches and at WrestleMania 37, just before the match begins, reveal Charlotte Flair as the special guest referee.
The choice of the match for which this could happen depends on the post-WrestleMania plans for Charlotte Flair. If WWE plans to have her stay on Monday Night RAW, she could become the special guest referee for the RAW Women's Championship match.
