A losing streak
Burying a wrestler when he or she is about to be done with the promotion is an age-old technique. The wrestling business has been doing it since the territory days itself and if WWE is to keep Cesaro as an active performer in the roster, letting him lose for a long time might be a possible punishment. Making Cesaro lose against much inferior opponents would be the epitome of such a decision.
There are mainly two negative sides to such a punishment. First of all, the fans are going to turn on WWE for treating Cesaro in this way and secondly, Cesaro might get fed up and decide to sit through his contract instead of piling up the loses.
