2. Finn Balor
It's almost strange to think that Finn Balor was the first Universal Champion because such has been his decline that not many thought that after getting promoted to WWE in no time he was made the World Champion.
And if it wasn't for a dislocated shoulder he would have been one for a while. He beat both Roman Reigns and Seth Rollins clean in just his first month on the main roster. But ever since his return there has just been a steady decline and not many can understand what went wrong.
Currently, he's part of a mini-feud with Drew Mcintyre (to put him over) and there doesn't seem to be much happening in terms of the title picture as well. With New Japan Pro Wrestling growing at the rate it is right now he may consider going back to his previous home.
