#2: Sami Zayn

Sami Zayn has been a part of WWE for over half a decade now, but the former El Generico hasn't exactly done too much during his tenure. Despite being a former NXT Champion, Zayn has spent the majority of his career in pointless mid-card feuds or on the shelf and hasn't been making headlines.
One time the Canadian Superstar did make a buzz was in May this year, as Zayn name-dropped new promotion All Elite Wrestling during Monday Night RAW. Unsurprisingly, this didn't sit well with the boss, who according to reports was furious with the underdog from the underground about mentioning AEW.

It's unclear whether Zayn was punished for his actions, but the Canadian is still yet to hold gold on the main roster, and despite being a feature of the red brand, is almost always on the losing end of matches.
