4. Rusev
Rusev is a fan favorite with his "Rusev Day" gimmick. He is a great wrestler, decent in dialogue delivery and gets the loudest pops from the fans across the world. But right now he is stuck in the mid-card along with Lana and Aiden English.
WWE is taking him for granted. He did get a title shot this year at Extreme Rules, but that was very brief. He deserves a longer rope. He was not even there in the main card of Summerslam, instead having a match in the kick-off show.
Rusev desperately needs to shrug-off his current role of just filling the slots, if he desires to take advantage of the crowd support he is getting right now because it is not going to last forever.
