According to Wrestlinginc.com, nothing had been planned for AJ Lee to return for The Evolution pay per view and it would apparently be very difficult to plan something this late in the running. Another problem with the plan is apparently the bad blood between Punk and WWE, which is said to have hurt the deal as well.

In the end, not having AJ Lee at The Evolution pay per view is a big hit for WWE and isn't going to help move ticket sales at all. Furthermore, its probably going to feel like one of the company's biggest periods of women's wrestling won't be represented without the former champion, AJ Lee being there.
