Mojo Rawley hasn't made a large enough fan base yet.

Much like Cesaro and Curtis Axel, Mojo Rawley could also use some help to get over in the WWE. Since arriving on the main roster in 2016, Rawley has managed to get nowhere in his career. His most notable achievement was winning André the Giant Memorial Trophy 2017, after which he has not managed to achieve much in his career.

Mojo Rawley is no short of talent, and much like Cesaro, could use help from Heyman to get across as a convincing heel on RAW. He could be a valuable asset to the WWE and needs to be handled and booked properly.
