Fox wants SmackDown to be a sports-oriented show and considering is current state, the brand needs to shake things up. I agree that SmackDown is far better than Monday Night RAW, but it still needs to focus less on funny segments.

Lesnar is currently the biggest Superstar in WWE and considering his popularity; Fox will want him to be at the SmackDown. And due to the enormous amount of money they will pay to WWE, Vince McMahon might draft Lesnar to the blue brand.

Currently, The Beast is holding the Universal Title, and if he steps foot in the blue brand, then one thing I surely believe is that he will become the new WWE Champion somwhere down the line after WrestleMania (or, who knows, maybe this could happen at the Grandest Stage of Them All as well). Yes, it's something the fans don't want to see, but as long as The Beast benefits McMahon, the latter will continue paying him.
