The Golden Goddess has improved as a wrestler and character over the last year.
While Mandy Rose already had a 'mini push' when she faced Asuka earlier this year at Fastlane, that wasn't the end of her rise to the upper echelon of the women's division in WWE. She's still improving both in the ring and as a character, but when she's ready, Mr. McMahon will eventually make her a champion in WWE.

She has a lot of potential - she's hot, can talk on the mic, is decent in the ring and is that pretty girl who thinks she's better than everyone - and could easily become one of the top heels on SmackDown when Flair isn't lording over the division.
It might not be her time at the moment, but like some of the other women (Riott, Logan) a good showing in the ladder match would certainly go a long way to helping her out down the road. Participation in gimmick matches such as these really prove who is willing to go all out for the craft, and she proved that when she competed in the Elimination Chamber over the last two years.
