Listen, nobody can deny the fact that Chad Gable is a very talented competitor in the ring when the bell rings, but that's not all that makes you a WWE Superstar, in my opinion. I mean if you look at some of the greatest WWE Superstars of all time, whether it was Hulk Hogan or the Ultimate Warrior, they were not necessarily the best 'workers'.
WWE Superstars need gimmicks that connect with the fans that makes them want to cheer or boo the star in question and Corbin has that. Vince McMahon has worked hard on developing a special character for Baron Corbin that has been firmly established on TV already, in my opinion.

In fact, reaching the finals of the tournament could be a great way for Chad Gable to start working on a character, that goes beyond the fact that he's an Olympian, a former tag team wrestler and yes, that he is not tall. You need more than that to be a breakout star and yes, someone with a fully fleshed character is a far better character when it comes to playing the King of the Ring.
And that's Corbin!
