Yes, the build has happened on SmackDown but the actual reveal could happen on WWE RAW when Carmella shows up in her new persona. And to ensure that her return is a big one, she can go straight for the big fish- the WWE RAW Women's Champion herself, in Asuka.

Zelina Vega is in the past, because Asuka has conclusively beaten her and now she seeks a new challenger from the WWE RAW locker room. Except for maybe Bianca Belair, she has had a chance to tussle with a lot of the usual suspects in the WWE RAW Women's roster (except for say Mandy Rose and Dana Brooke, who are clearly in the tag team division, right now).

Even if the two women get split up again at the 2020 Draft, there's the groundwork for a feud at some point down the line on either WWE RAW or SmackDown.
