Ricochet

If Mr. McMahon actually hears the crowd's reaction to Ricochet during his matches, then a title reign is definitely in the future of 'the One and Only.' He routinely wowed the crowd before Money in the Bank and did so during the match. Some of the bumps he took were among the hardest in the history of the match.
And if any further proof of his popularity was needed, despite losing, his stock rose even higher on Raw in a fantastic encounter against Cesaro. Both men are great at what they do, and Cesaro was the perfect man for Ricochet to hit moves off of.
Since he's likely not destined for the Universal Championship any time soon, that leaves him to battle for the US Championship or the Raw Tag Team titles. His team with Aleister Black was disbanded during the Superstar Shake Up, so that leaves him likely challenging for the US Championship within the next few months.
Rey Mysterio did just take the title from Samoa Joe, but he's injured again and might have to drop the belt back to Joe or someone else. Joe would be a great foil for Ricochet, and like Cesaro, would be someone that can usually work well with any size star.
Ricochet might not win it right away, but he's already incredibly over with the audience due to his move set. That will hopefully press Creative to give Ricochet a title reign at some point in 2019.
