Charlotte Flair

As mentioned on the Ember Moon slide, Flair has already won the title twice this year. That might seem impressive to record followers, but she only held it for two weeks in the first reign without a successful defense and only for five minutes the second time. Those are reigns more akin to the US Championship and not a top title in the company.
Had she held the belt for months on end, it would be a different story. The fact still remains, however, that she is the Roman Reigns of the women's division in WWE. She rarely loses, and when she does, it's usually either because of extreme outside interference or because she competed in a match where pin-fall wasn't the only way to win (TLC match, Triple Threat).

Since she will likely continue to be in the title picture for the rest of the year, it isn't too hard to figure out that she will win the title again at some point in 2019. She had two title reigns last year but they were spread out. In order to fast-track her to break her father's record of 16 title wins, she will win another title this year.
