Brock Lesnar has a very nasty habit of showing up when nobody wants him to and then, just overshadowing the proceedings with his presence. We all saw how a fantastic match between Roman Reigns and Braun Strowman inside Hell in a Cell was disrupted by him and we also remember how he showed up out of nowhere, to become the winner of the Money in the Bank match.
Maybe it's a good thing to keep Brock Lesnar off the air most of the time because it just adds to his mystique and his appeal, considering that he's a man who's kept things private for most of his life. If he were to show up out of nowhere to set up his next feud, it would just take away from the hard work of the men in the ring and is not really needed.
WWE has gone back to the same well a whole variety of times, and it may make sense to build Brock Lesnar's new feud in a very different manner. Maybe WWE could portray him as the man who's intimidated for a change.
