Dave Norton’s background hasn’t been revealed much but he is known to be married and divorced to an unnamed woman. In 2004, he made a deal with Michael Townley to help him move to Los Santos with a new identity. He was at the peak of his career as he had taken down the most wanted man in America. He then gets back in touch with Michael De Santa to cover up his dirt tracks along with Steve Haines and Andreas Sanchez.

Dave Norton plays quite an important role in the storyline of GTA 5. He is a corrupt FIB agent who helps Michael Townley start a new life with a new identity. In the Prologue, we see Dave taking a shot at Trevor but missing and hitting Brad, killing him. An empty round is then shot at Michael to fake his death. Dave is then seen at Michael’s fake funeral in a beanie and black coat.

In 2013, during the events of GTA 5, Dave is first seen in Michael’s mansion after Michael and Franklin rob a Jewel Store in Los Santos. He warns Michael about the consequences he will have to face if Trevor finds out that Michael is still alive.

Norton then explains to Michael that after the Jewel Store robbery, his superior Steve Haines finds out about their deal and asks Dave to seek out Michael, Franklin and Trevor’s help in competing with the IAA and receiving government funding. This is when Michael is knocked out by Dave who sends him on a mission to the morgue to confirm the status of Ferdinand Kerimov. After this, Michael, Franklin and Trevor all help in kidnapping Ferdinand from the custody of the IAA by performing a mid-air extraction. While Ferdinand Kerimov is being tortured for information, Dave and Michael set out to find the man they are looking for and take him out. Michael assassinates Tahir Javan, a terrorist whose information is given to them by Ferdinand.

Later, Dave Norton and Steve Haines visit Trevor’s meth lab when they need to give Michael and Trevor a few instructions about their next mission. This takes place when Michael and Trevor are hiding from Martin Madrazo’s men in Sandy Shores. Dave and Steve talk to Michael, Trevor and Franklin about the Humane Labs raid and how they need to obtain the toxin to stage a terrorist attack on the city to increase their funding. They then plan to rob the Blaine County savings bank where the Blaine County police store the money extorted from meth labs and weed farms. When the plan is in action, Haines gets furious as Michael, Trevor, and Franklin do not bring a crew along. Dave Norton and Steve Haines join in and help them carry out the heist. The heist turns out to be a success.

Soon, Dave gets a call from Michael who tells him that Trevor has found out about North Yankton and has raised suspicions about Brad which has made him set out for North Yankton to get answers from Michael’s fake grave.

Since Trevor is upset with Michael and sort of hates him at this point, Micahel and Franklin are approached by Dave and Steve yet again, this time to infiltrate the FIB headquarters and destroy any piece of information, evidence or files related to his corrupt actions. They successfully pull this off and Michael asks Norton to now honor the end of their deal which Norton refuses on learning that Michael was involved with Trevor Philips and the Merryweather security. Dave asks Michael to meet him, Setev Haines, and Andreas Sanchez at the Kortz center, where things do not go as planned. Haines kills Sanchez and leaves Michael and Norton to die, but they escape with Trevor's help.

Dave later meets Haines after getting him under control and Haines suggests that they have the trio killed. Dave explains to him that Trevor is the only problem and that Michael and Franklin can be left alone. Soon, Dave Norton and Steve Haines ask Franklin to get rid of Trevor, while Devin Weston asks Franklin to kill Michael.
