#2 Apollo Crews

Apollo Crews, according to me, is one of the most underrated wrestlers in WWE as of now. Just take some time and watch any of his matches and you'll realize the immense amount of potential this guy possesses.
But the lack of charisma and his inability to capture fans with his mic-skills hasn't really done him any favors. WWE tried teaming him up with Titus, but that didn't quite turn out well. Considering his booking on the main roster so far, it's safe to assume that Apollo, unfortunately, would never be a World Champion in the company unless some miracle happens.
#1 Rusev

Rusev is my second favorite wrestler on this list, after the One and Only, Ricochet.
Whenever I think of him, I recall the time when I was present on Monday Night RAW at SAP Center, San Jose, in February 2018. Rusev was a part of the SmackDown roster then, but the crowd broke into "Rusev Day!" chants a couple of times throughout the night which made me realize how over Rusev actually was at that time. Despite that, Vince never pushed him the way he pushed Kofi after the massive crowd support.
With that Rusev Day gimmick supposedly over now, the signs don't look really good for Rusev as of now. Currently, he is teaming up with Shinsuke Nakamura on SmackDown, but Rusev has openly expressed his frustration with his current booking and position in the company. With all this, it's a sad reality that we need to digest that Rusev will most probably never win the World title in WWE.
