One big problem with a title vs. title fight at WrestleMania 38 is that it puts both belts in one match. The two biggest male stars in WWE would get to fight over both titles.

Other big names like Rollins, Styles, Lashley, and McIntyre wouldn't get a chance for a Championship match at the Show of Shows.

Reigns vs. Lesnar, while still a big-money fight, doesn't need both titles. They are stars in their own right. There is a lot of history to build on, but the match only needs the Universal Championship.

That way, other stars can battle for the chance to win or challenge for the WWE title. It's hard to work all year for a spotlight at WrestleMania only to not get it. Without the Undertaker's streak to challenge, there are only a few big matches for the remaining stars of WWE at WrestleMania 38.
