#2 To keep her on TV while she works through injuries

Although she was the first woman to win both the Raw and SmackDown Women's titles, she has also had a tough run with injuries. She has suffered from a few concussions while on the main roster and a concussion is why she was not medically cleared to compete at MITB. She did compete in a match on this week's SmackDown and actually became the new challenger to Bayley for the SmackDown Women's Title.

She must have been cleared within the last week because all she did during her six-woman tag team match last week was stand ringside. One easy way to continually feature one of the better female performers on the mic was to find other ways to get her on-screen while she was hurt.

Previously, they used her as an adviser to Baron Corbin when he was interim-GM of Raw and she was also used as the host of WrestleMania 35. The partnership with Cross was a good way to both get exposure for Cross and also keep Bliss involved while hurt.

If it led to more segments/matches with the two as allies, it would only benefit both women. Bliss has been injury-prone, so her segments with Cross before MITB were a backup plan for MITB if Bliss was unable to compete.
