Depending on which brand Sheamus ends up on after the upcoming Superstar Shake-Up, superstars like him will have a chance to tussle it out against Drew McIntyre, who will offer a lot more opportunities. And this is because, I'm assuming that with him as Champion, the WWE Championship will be defended not only on pay-per-view but also on RAW or SmackDown (depending on where he ends up).

I do suppose that it is a very conscious decision to not have Brock Lesnar wrestle on RAW, to have him showcased as a special attraction. The same is the case with The Fiend as well, who only wrestles in big pay-per-view events.
