#1 Seth Rollins

To be fair to him, Seth Rollins has done a tremendous job in his Monday Night Messiah gimmick. Even his promo during the WWE Championship match contract signing on RAW earlier this week managed to strike a chord.
Having said that, talks of leading others in times where WWE is having its shows behind closed doors without an audience simply does not resonate well. A leader can never really have a lasting impact without his disciples, and in his case, Rollins is seriously lacking in that department.

Yes, Murphy did reunite with the Monday Night Messiah this week but that seems more like a setup for the future wherein we could see Rollins in a feud with his disciple once his storyline with Drew McIntyre comes to a close.
Rollins as the outspoken and confident Superstar is what the WWE Universe needs more of right now, as compared to a gimmick that involves him handing out sermons and talking about leading the WWE Universe.
