#2. Elias

For the second year in a row, Elias has nothing going for him at WrestleMania, which doesn't truly reflect how much he was pushed. With that being said, the end of 2018 saw him somewhat mellow down, turning babyface before WWE quickly turned him heel again.
Perhaps they felt as though Elias as a babyface wasn't working, but even then, he's being featured as the "lead musical act" of WrestleMania. While it'll likely be a nice little segment featuring the return of some legend, it doesn't do justice to his level of talent.
Elias is the kind of superstar who should atleast be in one of the multi-man title matches, if not something bigger. We understand that not everyone can be a main eventer, but WWE is openly showing that they have no plans whatsoever for Elias, and that doesn't give him a good look.
Moreover, he'll likely get humiliated by a legend, ending the night flat on his back.
