It was a strange decision to allow Andrade to leave WWE for a month and take the United States Championship with him. It's happened before, like when Trish Stratus would be out injured and take the Women's Championship with her. However, this was during a time when the division was less competitive and this wasn't an absence through suspension.
Andrade's punishment has to be for him to lose the United States Championship to the up and coming star now that he's returned. The company has used the last month to get Carrillo over as a credible threat, so it's a good time for him to win the Championship.
The feud between Garza and Carrillo has been one of the most compelling stories on Monday Night RAW and given the fact that Carrillo was the one who took Andrade out of action and was able to pin him this past week, there's nothing stopping him from beating him one more time with the Championship on the line.
If this is a straight-up match without any interference, then Carrillo has to be seen as a genuine threat to end Andrade's reign.
