Change in WWE's SummerSlam plans again?

WWE's plans keep changing and Wrestling Observer Newsletter claims that a SummerSlam match could be changed again. They report that the pay-per-view was supposed to have Randy Orton face Drew McIntyre but now that may have been switched.
McIntyre is set to face Dolph Ziggler again next week for the WWE Championship but the show was initially supposed to be the first step towards Orton versus McIntyre. While a buildup is still possible things might be changing backstage.
''The 7/20 show originally was going to focus on an angle to set up McIntyre vs. Orton for the SummerSlam WWE title match. But the decision was changed to instead push for McIntyre vs. Ziggler in a rematch on 7/27. I would presume when that match is over they’ll start McIntyre vs. Orton next week.''
The reports last month suggested that Brock Lesnar was supposed to be back for SummerSlam and challenge Drew McIntyre but that was scrapped as the show is taking place in the Performance Center once again and WWE do not want to use Lesnar without a crowd.
