This is the cold, hard truth, whether people like it or not. If you were to ask John Cena himself, he'll most likely agree with you. Upon his own admission, he's openly said: "My time is up, someone else's time is now".

It's hard to read that, especially given how integral he has been to a part of WWE programming over the past decade or so. But the truth is that Cena is very much on point when he says that, and not just him, but none of the part-timers are actually needed on the card.
While its always great to stack WrestleMania with big names, the fact of the matter is that WrestleMania itself is a brand of its own and has become large enough where it can sell tickets without necessarily needing many big names or legends.
With that in mind, Vince McMahon left Cena out of the card.
