Before we begin this theory, it's important to note director Li Haoling's message about the concept of God in To Be Hero X. After the E-Soul Arc, the director revealed in a Q/A session that God used to exist; if everyone put their trust into one person, that person could attain omnipotent abilities. However, it isn't possible in the "current" worldview, where multiple heroes exist.
Now, let's focus on X's character promotional video, where he is said to possess omnipotent powers at the end of the short clip. This essentially turns him into a God-like figure. From the numerous PVs released about X thus far, it's clear that he can alter reality and bend time and space with a snap of his fingers - powers a God-like being should possess.
To Be Hero X episode 11 clarified that nobody knew about X. Those people would have records of X's identity and powers if he were from the past. Therefore, he might not be the God Li Haoling was talking about in the Q/A session. Interestingly, the director further said that he would explore the concept of God more in the later Q/A sessions.

Additionally, he highlighted that the Hero Society couldn't have given birth to a God "at the present." He never talked about the possibility of society creating a God in the future. It's speculated, not yet confirmed, that the Hero Society might see an adversary in the future who would bring catastrophe.
Normal heroes wouldn't be able to defeat such a foe, except a "new type of hero." The society perhaps united and gave birth to the X and endowed him with the powers of a God. Unity among people can only come when faced with an adversary.
Perhaps the X fans see To Be Hero X episode 11 as a product of the future, time-traveling to "fix" certain events that could trigger a calamity in the future. While he might have had the potential to avert the crisis on his own, a certain node in the future perhaps demands a massive change in past events.
Furthermore, it's not uncommon for Chinese donghua to use the concept of time travel. For example, Li Haoling's other series, Link Click, is based on Time Travel.

Lu Guang is a time-traveler who goes back in time multiple times to save his friend, Cheng Xiaoshi's life. Although Death is an unchangeable node, he challenges fate. It's possible that X's powers might be akin to Lu Guang's, allowing him to go back in time. It makes further sense when fans recall the events that have happened thus far.
In the first episode, Lin Ling witnessed Moon's corpse at the Hero Tower. Moments after, he woke up from a "nightmare" and saw Moon alive. Yet, Moon eventually died in the series at the end of episode 4, shot by E-Soul. However, Moon's death occurred "after" Lin Ling had become a hero in his own right.

In other words, X might have tampered with the timeline to change the order of certain events. Had Moon been dead in episode 1, Lin Ling wouldn't have become The Commoner hero. It's not yet clear whether or why X did such a thing. Likewise, X tossed a coin at Cyan, triggering her rise to fame.
All these events suggest that X constantly tries to rewrite certain events. Perhaps he wants to create a set of heroes necessary to avert the crisis. If Queen hadn't tasted failure in To Be Hero X episode 11, perhaps she couldn't push her to her absolute limit and awaken her true powers. In the end, it wouldn't be a far-fetched idea to call him a God from the future.

Although X appeared briefly in To Be Hero X episode 11, his mere presence has somewhat overshadowed Queen, the focal character from the Queen Arc.
His appearance and narrative in To Be Hero X episode 11 triggered many questions about his source of strength and whereabouts. By connecting certain events and theories, it wouldn't be wrong to assume that X was a time-traveler, i.e., a figure from the future.
