I don't know if this would have ordinarily been the case, but the injury to Samoa Joe may have just changed things around. I would have assumed that Kevin Owens and Samoa Joe vs. Murphy and Seth Rollins would have been the plan for the RAW Tag Team Championship at WrestleMania 36, but now the Monday Night Messiah and his disciple may need a replacement team to challenge them.
It was strange indeed that Rollins and Murphy became the RAW Tag Team Champions and not The AoP. I think it was done to set up a feud for a later date which would allow Akam and Rezar to turn face and take on Rollins and Murphy for the Tag Team Championships which should have rightfully been theirs.
Although the faction could always end, Rollins could always continue it by adding more and more members to the fold and give them the rub. Also, if Drew McIntyre does become the WWE Champion, he'll need new challengers, and it would make sense for Seth Rollins to step up into the Championship picture by dropping the tag team championship.
