If Keith Lee can return to WWE this summer, he should be the next United States Champion. But we don't know if he will. So with that in mind, Sheamus could drop the US Title to another recent call-up from NXT. He seemingly began a feud with Damian Priest this week.
The Archer of Infamy interrupted Sheamus' brutal assault on Humberto Carrillo, so he will likely challenge The Celtic Warrior. This is a good spot for Priest. He could very well dethrone Sheamus and enjoy a lengthy reign with the United States Title on WWE RAW.

#5 WWE Intercontinental Champion: Cesaro
After losing his feud with Seth Rollins, Cesaro needs to remain in a prominent position on WWE SmackDown. He has been excellent as a babyface this year, with his matches against Rollins and Roman Reigns being among the greatest of the 'Pandemic Era.'
The Intercontinental Championship is the logical next step for The Swiss Superman. He would do wonders with the "workhorse belt." Cesaro is one of the only names who could feasibly challenge Apollo Crews for the IC Title right now, as a result of SmackDown's thin roster depth.
He should be the one to overcome Crews and Commander Azeez as well. Cesaro might be one of the most over Superstars in WWE when fans return, making this a universally positive move.
