#4 Finn Balor (IC Title)
While Bobby vs Finn won't be the best match, it really doesn't have to be.
Finn arriving in his facepaint, having a great 'Mania entrance and regaining the intercontinental championship in a short match is all it needs to be. WrestleMania doesn't have to be full of classic matches. A simple squash with the ever-popular Finn Balor winning the IC title would make for a good enough mania moment.
#3 Seth Rollins (Universal Title)
I love Brock Lesnar, and I think this is the one big match that Vince might swerve us all on and have Brock win. But as much as I love Brock, I think Raw needs that WWE Universal Championship belt back full time.
Seth feuding with people in the months after mania like Finn Balor, Drew McIntyre and maybe even Roman Reigns would for sure bring us good PPV matches every month. As for Brock, you could have him do his old thing and just come back for one or two big matches a year. For now, though, Seth should win the big one at 'Mania.
